About the event

The Seaton House Managed Alcohol Program (MAP) was created to support people experiencing homelessness whose relationship with alcohol has created barriers to health, housing, and traditional service systems. Built on the principles of harm reduction, the program applies a multidisciplinary approach to supporting individuals, combining managed alcohol, healthcare, housing support, and person-centered case management to reduce harm, improve wellbeing, and help participants work toward their own goals and community reintegration. The MAP is an integral service within the Annex/Infirmary Emergency Shelter Program at Seaton House in Toronto, Canada.

In this presentation, presenters will share the program's history, how it has evolved over more than two decades, and lessons learned from supporting people with complex health and social needs. Presenters will discuss how relationships, dignity and practical supports have shaped their approach, along with the outcomes, challenges and lessons that continue to inform their current work.

Ertha Downey, LMSW-AP

Program Coordinator, Junction Place – Seaton House Portfolio

Ertha Downey has more than 35 years of experience in homelessness, harm reduction, gender-based violence, child welfare, youth services, refugee supports, and community development. With an academic background in Sociology, she has dedicated her career to addressing the systemic factors that contribute to homelessness, poverty, and health inequities.

Over the past eight years with the City of Toronto, Ertha has held leadership roles with Women's Residence, the Seaton House portfolio, and Streets to Homes. Most recently, she served as the Street Outreach Programs Officer, providing strategic leadership for Toronto's encampment response. She now serves as Program Coordinator for the Junction Place/Seaton House portfolio, leading innovative programming, partnerships, and quality improvement initiatives.

A passionate advocate for harm reduction, trauma-informed practice, and equitable service delivery, Ertha is pleased to co-present Seaton House's Managed Alcohol Program (MAP), highlighting how evidence-informed approaches can improve safety, dignity, health outcomes, and quality of life for people experiencing homelessness.

Senovia Hall

Supervisor, Case Management

Seaton House MAP/Infirmary Program

Senovia Hall is a trained Social Services Professional with more than eight years of experience working with marginalized individuals. She is also currently completing her undergraduate degree in Social Work at Algoma University with a focus on Indigenous studies. Senovia is also an educator and facilitator with more than 10 years of experience delivering training and programs to a variety of audiences.

As the current supervisor of case management in the Seaton House Managed Alcohol program with the Toronto Shelter Support Services division at the City of Toronto, Senovia works alongside multidisciplinary teams to support homeless men in the shelter in navigating systems and reducing barriers to accessing healthcare, services, and housing. In providing oversight of the case management team, she works to ensure program/divisional mandates and the best outcomes for program participants.
